Publication Core Strategy and the Publication Proposals Map

The Publication Core Strategy and Publication Proposals Map were published for a period of representation from 20th April 2010 through to 8th June 2010.

The Publication Core Strategy set out the basic principles and spatial framework for delivering the development and change needed to realise the District Council's vision for the District up to 2026. The Publication Core Strategy was different to previous stages in the production of the Core Strategy in that the document is in the format that the Council proposed to submit to the Secretary of State for Examination and if found sound through this process to ultimately adopt.

The Publication Proposals Map geographically expressed the amendments to the Newark & Sherwood Local Plan Proposals Map (1999) arising from the content of the Publication Core Strategy. However the Publication Proposals Map did not include any saved policies of the adopted Newark & Sherwood Local Plan and so should therefore be read in conjunction with the adopted Local Plan Proposals Map

In order to assess the potential impact of the Publication Core Strategy the document has was subject to a Sustainability Appraisal, Habitats Regulation Assessment and Equalities Impact Assessment, all of which are available to view online. 

The policy approaches set out within the Publication Core Strategy were developed from a comprehensive and wide-ranging evidence base. Should you wish to view a particular Evidence Base document then this can be done through the Local Development Framework Evidence Base webpage.

Legal Compliance and the Tests of Soundness

The representations received will be considered alongside the Submission Core Strategy, which was submitted on the 28th July 2010, and examined by a Planning Inspector in the Autumn of 2010. The purpose of the examination is to consider whether the Core Strategy complies with the necessary legal requirements and is 'sound'.

The legal requirements are that the Core Strategy:

  • Has been prepared in accordance with the Local Development Scheme and in compliance with the Statement of Community Involvement and the Town and Country Planning (Local Development) (England) Regulations 2004 as amended.
  • Has been subject to a Sustainability Appraisal
  • Has regard to national policy
  • Conforms generally to the Regional Plan
  • Has regard to any Sustainable Community Strategy for the Area

The 'Tests of Soundness' will be considered by the Planning Inspector and require that in order to be 'sound' the document should be:

  • Justified- founded on a robust and credible evidence base and is the most appropriate strategy when considered against reasonable alternatives.
  • Effective- deliverable, flexible and able to be monitored
Submission of the Core Strategy

Following the representation period a number of minor changes and points of clarification were made to the Publication Core Strategy. Thus the Publication Core Strategy combined with this schedule of minor changes forms the Submission Core Strategy, which was submitted to the Secretary of State on the 28th July.
